similar to those upon which it is now proposed to base
charge 'A', but that a charge was not based on them be-
-cause it was not considered that such a charge would
hold water. I have further to add that this original
complaint was read by the Members of the Sanitary Board but
in view of its serious nature they asked the Government to
deal with the case.

Before, therefore, proceeding to
carry out Your Lordship's instructions by taking the very
serious step of suspending an Officer upon a charge not
likely to be substantiated, and based on circumstances
which had already come under the purview of the Government,
I directed Mr. H. L. Dennys, Acting Crown Solicitor, who has
had no previous connection with this case, to take a proof
of the evidence of Wong Sam and of her husband and to sub-
-mit their statements to the Acting Attorney-General,
Mr.
M. W. Slade, K.C., who likewise has had no previous con-
-nection with the case, for his advice as to whether the
evidence was sufficient to justify me in carrying out Your
Lordship's instructions. I now transmit a copy of evidence
taken by the Acting Brown Solicitor, and of Mr. Slade's
opinion thereon, and in view of his opinion I shall be
glad to learn whether Your Lordship still desires further proceedings
